Nice theory, but it will probably come out in a later dlc, or if it comes out on that date, probably the only way to obtain it is to open loot chests in Raids.

Thanks! I just assumed that Fate of All Fools would be a "Raid" weapon; since it has solar, and 347 is listed as Kinetic.

Yeah, but Fate of All Fools is a bounty weapon, from Trials of Osiris
