ToO is 3 guaranteed...IF you have a team that is capable of going flawless. Not all of us are part of such a team or enjoy the lagfest that Bungie passes off as PVP. As for PoE drop chance, its supposedly possible, but seems to be about as likely as dropping a Ghorn. (Actually, the first exotic I saw drop was Ghorn, and I still haven't seen anyone get light).
