If you full custom your weapons and manually pic every perk instead of trying to go for reroll luck then you'd see a lot more variety. They should either put in custom built weapons where you can assemble your weapon from the ground up picking piece cosmetics, baseline stat build (using a point system with some min/ max values for balancing, and picking all of the perks. Granted if this is in it should be relatively expensive. But if we're supposed to become legend then I think we should be able to custom make our own gear. After all, all the legendary guardians had their own special weapons and armor.
