I have field scout and final round. Since the ammo nerf, you're dumb to waste rounds. I regularly fill it up to 24 rounds and just go on headshot sprees. Why only get 8 guaranteed kills when I could get 15 or so? It's not that OP. Black Hammer has same impact. Final round only impacts 1 round and if you're foolish enough to waste rounds, go ahead. And if you don't have field scout, I mean I guess fine. I'll just have a lot more ammo (usually the whole match) through the round.
