Listen carefully to what they say at the end of the Reef stream. He kind of admits in an indirect way The Arena is still there. Bungie just didn't feel comfortable classifying it as a Raid. You aren't losing any content. They just renamed it and changed the team size from 6 to 3. Most likely to make it more difficult. Which I'm definitely in favor of. CE is way to short and easy.
