Do ROC strike playlist until your Vanguard rank is 2. Then buy the less expensive gear from them. Do Weekly Heroic for strange coin, and buy Exotic from Xur. That should get you around 31. ROC will rank your Vanguard, and Cryptark giving you Legendary packages at the postmaster. Plus you get a lot of rare engram drops that can turn into Legendary, or Exotic. They're fun too, and match-made so it goes fast.
