Water. The best blood benders don't need a full moon, and can control people without moving. Plus, you could use water to fly: make a thick sheet of ice, hold on to it, raise it higher. Let's not even get me started on how you could put water in someone's (insert body part) then make it a long bolt of ice to mutilate them.
