Isn't the queen in alliance with the nine? Xur, being the agent of the nine, should be welcome in the reef. At least it makes sense to me that the queen would allow his presence in the reef. I could see Bungie moving Xur to a new DLC location eventually, as his exotic list grows with each DLC, so that players will have to purchase the DLC.
