I don't know how hard this would be to implement as I have no knowledge in coding but some people seem to want it a lot, myself included. Most ideas call for a new/existing vendor in the tower that can change your characters likeliness which is probably difficult to do in a populated area like that. Instead, what if you added the feature to the character selection screen, perhaps hold Y/Triangle to alter appearance. Doing so would re-open the character creation screen we have already seen and used. Much like the Face Sculptor in Skyrim, you wouldn't be able to change gender or race, just hair, face etc. Surely this wouldn't be too hard seeing as you have added things like helmets in social areas and proximity patrol mission indicators, it would just be using something that's already there. Just an idea though, hope someone from Bungie sees this. Looking forward to House of Wolves, keep up the awesome work.
