If you read the special perk:
Bonus damage and stability. Extra precision damage when fired from the hip.
The bonus damage may not be considered to be from the hip, there is a full stop before it mentions the hip fire.
Extra precision is mentioned from hip firing.

What is supposed to happen is with the bonus damage overall, it goes to 84 damage headshot ADS, and 111 hip fire headshot, but if you fire while you are still in the animation going to ADS, it counts as 111.

Maybe but the tooltip in the perk could be taken the other way. Either way using TLW isn't cheating even if they change it to how you describe I would still use it.
