The damage bonus is only intended to apply to the former, not the latter, as is in the description of the eponymous perk.
Which means people using the weapon with that perk are exploiting a glitch to give them an unfair advantage.
That is, according to the terms of service, cheating.

How do you know it isn't designed into the gun? Did you design the gun? No? Ok. Gjallarhorn has the hidden proximity detonation perk. Is that cheating if I use that in crucible? Not to mention you have no evidence whatsoever to back up what you are saying.

No...it's not...learn to read. Did you make it that way? Did you cause it to be that way? If you said yes...your guilty as charged. IF you said no...its not your fault...and its not likely a problem in the first place....he's just bitter getting his butt owned by the last word. I have seen the fruits of that gun on my deaths many a time....but I gave it right back with my own equipment all the same. So long as I can dish it back...I'm not going to find much reason to bitch like you people do.
