I dunno, I think it works as intended. It allows the person with quicker reflexes to win the fight, but also leaves you vulnerable if you try to fire too early. Because so many people have Felwinter's Lie there is a game of shotgun chicken going on sometimes, where i'll win because I fired after their shot fell short. On the other hand, I've been outdone by Found Verdict, Swordbreaker and Secret Handshake because of rate of fire.
