He can. He may not have reached it yet, but with armor sold on the Tower and exotic armor your friend can reach level 31. The gear that came with the expansion pack is available to everyone.

And as of now, if he has an exotic helmet and the boots/chest/arms from Iron Banner he will be a 32.
