Stopped readinf after you said "can't get above 30"
He can get to 31 using vendor gear. AND 32 because of IB set + exotic helm
Next, if it wasnt in the rotation many DLC players would feel absolutely ripped off that Bungie doesnt put it in the rotation for the minority who didn't buy the DLC
