Why do non 32s think they're privileged and think they can get into any group they want?
It's up to the leader who is allowed in the group. If you have a problem with it, start your own group.

While that is Def true y exclude someone purely based on there lvl?

I, for one, do this when I don't have much time. I understand level doesn't equal skill, but I'd rather take my chances on a scrubby 32 compared to a scrubby 31. If I have time to kill, and so do my friends, then we'll carry anyone through, it just depends on the situation.
