Population system only increases the benefits. Economies of scale, have you heard of it? Also, almost all of Western Europe has UHC. They have a pretty big combined population, too.

It might work in a country with 30 million, (Which doesn't mean it's the best system) but there's no way it will work when you have over ten times that population. Besides, some Canadians hate universal healthcare and tried to sue in order to own their own private insurance.
