As someone who did something similar, I've been told multiple times by Mods what is essentially 🤷♂️.
I bought two digital deluxe lightfall for me and my wife and I won't even be able to play until April. For a massive company they sure don't want to have any possible way to help loyal customers. They treat everyone the same regardless of tenure and how much money you've handed to them.

I still seem to have access to everything on my Xbox so at least all is not lost. I'm guessing I just falsely assumed the Licenses would carry over from Xbox to PC since the account is the Microsoft account is the exact same for both. I was expecting to re-buy licenses for Steam so I probably should have expected the same for the PC-Xbox App.

Destiny 2 is not an Xbox Play Anywhere title, so Microsoft requires you to purchase licenses on both the Xbox console and Xbox for PC app if you want to access that content on both platforms.
