There's no way to recover a DELETED steam account, I can prove that it used to be mine but there's no way to recover it. So what you're saying is I cannot play destiny 2 on pc? I really don't want to play on epic games.

There is no way to 'prove that it used to be' yours, as Bungie has no way to cross reference whatever method you may try to use to prove it. Authentication is the only way to prove access to an account, and if you cannot authenticate, then no changes will be made. Bungie will not forcefully unlink an account that you cannot authenticate to, nor will Bungie forcefully disable Cross-Save for you. It's unfortunate you chose to delete the account prior to unlinking it from your Bungie.net profile; it's now permanently attached to your Cross-Save.

If you intend to go that route, I would imagine it'd be easier to just sign in on Steam and start fresh from there, since that's what you'd be doing in that instance anyway. Requesting deletion of your Bungie data is not a way to resolve the issue the way you're wanting to to allow you to use your Xbox save data on your currently-active Steam ID. A current workaround to play on PC is to just play on Epic instead of Steam, since it's on PC.
