Same issue but with hunter and warlock .... I got a helmet on my hunter and synthesizer upgraded .... now I have the quest to get a helmet on my warlock, but waging weak motes do not count towards quest completion, my warlock only has green motes and is unable to access Tier 2 even tho my warlock is higher light level than my hunter.
