It's probly a red belly slider.
Sounds like the description of it. Make sure when you have it's cage a place for it to swim, but I'm sure your family will know that since they are at the pet store.

Correct, but they don't have a red stripe on their head. Also, both the Northern Red Bellied and the Florida Red Bellied Sliders are sub species of the Red Eared Slider.

It's got a bit of water at the bottom of its cage. Not enough to swim, though. Should it have a dry place, too?

Get a big rock with a flat top to put in an aquarium, and fill the water to within a half inch of the top of the rock.

Depends what type it is. If it's a red belly slider like I think, you could have it's while cage as water and have a little log for it to get on. But I'm not sure what type it is.
