No, analyze the films. Stormtroopers do not go around just shooting people without good incentive. Look at uncle owen and aunt berus corpses, that doesn't look like stormtrooper work to me, more like mandalorian. The one thing that gets me the most though is in empire strikes back, vader points specifically at boba fett and says "no disintigrations!" Implying that fett did it, they were relatives to vader so he would know if they died I assume.
