Community service hardly ever does any real support. Most people just clean their grandparent's home, or mow someone's lawn. 10 hours out of 4 years wouldn't be much of anything but a hassle, and more would most likely become a nuisance and get in the way of actual jobs.

They wouldn't be able to just mow thirty dozen lawns though ha, there would be some healthy competition for work to do, and that's what we want. The more motivated they are to get it done, the more willing they are to put in decent work.

Students aren't motivated to learn about ancient civilizations, why would they be motivated to do someone's yard work?
