Conjecture: Vex hardware doesn't time travel, just the data/software.
That's why they're time-travelling [i]robots[/i], not organics; the energy needed to send just information back and forth through time would be more reasonable compared to large amounts of matter along with said information. It's carried by some kind of wave/particle that can warp, go FTL, whatever.
So, some you kill might dramatically transmit themselves through time back to their origin as their hardware ceases function. Probably through the eye somehow, like how BadVampyre13 said, projecting a beam up out into the depths of space, toward some interdimensional relay network. Just a theory; that's how I would write the Vex anyhow.

This reminds me quite a bit of the Great Race of Yith from the H.P. Lovecraft story "The Shadow Out of Time", with the whole "time-travailing via projection of consciousness into another body" thing, although the Great Race of Yith took over the bodies of organics instead (and sent the mind of the one they took over back to the abandoned Yith body). Maybe the Vex function similarly, and took over the bodies of organics at first. Unlike the Yith, however, they had difficulty with it. They could have had difficulty controlling organic bodies because unlike the Yith, the original consciousness stays in the Vex-hijacked body, and could learn to fight the Vex controlling them. In response to this, the Vex used their considerable technological skill to make the bodies they took over build new, robotic bodies for them to jump into, and then slaughtered their former slaves with them. I dunno this isn't really related to the topic on hand I'm just throwing ideas out there. I like the "eye beam" idea though.

Don't get me wrong, in a general sense I love this idea. The most obvious problem i see with it though is who builds the body for the consciousness? Information can't build bodies.
