I'd like to seem Halo 3 on PC. However, this seems farfetched because if it was available on PC via Steam, who would do the port? Not 343i that's for sure; they're too busy supporting Halo 4. It also doesn't make much sense financially because they should have released Halo 3 on PC (with multi-player support) a few years ago when there was still potential to make profit. Besides who would provide the matchmaking support if it does come out. Very few people would buy it for PC if there is no multiplayer support.
