POTENTIAL SOLUTION: I had a similar issue for several days since Season of the Deep Launch. I was able to have the recommendation screen re-appear once I completed both the first story and the first salvage the quest takes you on with all three of my characters (Titan/Warlock/Hunter). Once completed on my third character, the Recommendations screen started to pop up for all my characters. Hope this helps
