Allo there, Bungie are not asking you to have top tier internet but asking for a stable connection. You can ask your ISP to run some tests to see if there is a fault along the line that could be fixed and prevent a restriction. However please remember that a bad connection is detrimental to other players. If you can't get a stable connection then you'll need to stay clear of PvP activities.
