"Bail" is monetary value set by the judge in for some crime.
If you pay bail, whatever it is, you don't have to remain in jail/prison while you await trial, and if you show up for trial you get most if not all of your money back.
So, studies have shown that minorities receive higher bail amounts or rejection of bail entirely compared to white offenders of similar crimes. So to compensate for this some sections of the country have lowered bail rates through the floor or gotten rid of them entirely so there is no real reason for people who intended to continue to commit crimes to stop while they await trial.
