They do it so that you imagine yourself as your character, instead of them choosing a voice for them

They spoke in the original game and then inexplicably stopped talking. This doesn't sound like Bungie trying to get us to imagine ourselves as our Guardians. This sounds like Bungie not caring enough to do all the voicework.
