It increases your walk speed (strafe faster) and jump height.

Depends. Blade dancer with max agility and mida is a pain the butt to fight against

Yeah I suppose but I really bad with scouts. I don't touch them unless I have that crucible bounty that requires me to get kills with all the Primary weapon types.
