Flameseeker and splash damage barely even exist anymore. Nerfed way too hard. All they needed to do was reduce damage resistance and that's it.

I agree with the agility and recoverybonus being taken off tracking, but none of the perks outside of Cauterize and the Damage Resistance should have been touched, if they wantes to reasonably nerf it.
