It should over penetrate on precision hits. You should be forced to get a precision hit. That makes sense. It's a sniper. You wanna pop body shots get a low impact high rate of fire anyway. Or just get a scout rifle.

Thing is I believe that perks should be useful in both PvP and PVE not one or the other

Overpenetration is useful. I've won trials that way.

That's what perks are tho. Situational. With the whole new perk system. No more just perks with no drawbacks. We have to decide if we want stability Or range now, reload Or mag size. And so on. They're won't be any perfect perk. That's good. People should use what they're best with. Not what is wiping the floor in pvp. I don't know about you but I hate being forced to use a few guns just to compete in pvp. No more cookie cutter. Let's have some depth.

I do want more depth and I do respect your opinion. I just thought this was an alternative to bungies upcoming 2.9 patch
