I find keeping one rocket seems to make them drop more. When empty don't see as many. Sometimes they need to wake up. When ammo isn't dropping take them off then put them back on. Usually next couple kills you'll see the purple pez on the floor.

I do the same thing when they stop working and it seems to work for me

Run defender. Perk for heavy kills generate orbs. Melee kills generate orbs. Faster charging bubble... So... Many... Orbs. Seriously turns you into a damn orb factory too for the others to spam supers.
