Do you realize that this stuff is cosmetic, bungie is trying to avoid what trayarch is doing to call of duty. The starting defense is 3 but they added the the option to infuse them so they aren't completely useless, these "exp boosters" you can get from those are going to minimally effect the gains of rep towards factions. But that doesn't effect the actual loot system or the gameplay what so ever[spoiler]btw the chromas are cosmetic too [/spoiler]

You can infuse gear into other gear in order to turn what you're infusing into a higher level. Take a 280 Hung jury for instance. I want to infuse this with my 320 Harrowed Smite of Merrian. After the process I will have a 320 Hung Jury and will have lost my 320 Harrowed SoM. The infusing process AFAIK is 1:1.

From what we saw on the stream it seems like the gear comes only in LL3 and has no stats to start out with. It won't be pay to win since you'd need good gear to start with before you can infused your bad looking gear into your good looking gear.
