The thing about HoC is that it's damage is too spread out to bring Crota down. The reason ghorn is so good is that it's clusters focus on the original target causing way more damage to said target. DB is similar as long as said target doesn't move. Like Crota. Plus, 3 shells are always better than two. But it's really situational.
