Wolfpack and tracking is only needed on single target bosses that move a lot like Crota or Atheon. And Ghorn only has so many Wolfpack rounds. There is no limit to the amount of damage you can deal with Dragons Breath. It completely depends on how rich your target environment is. The Ir Yut encounter is a great example.
