Mine has: void, tracking, field scout, and spray and play. Those are very good perks. You NEED Tracking. Field scout is highly recommended. Spray and play is good, but so is cluster. It's better to not have a solar rocket launcher, because all of the good RLs are already solar.
Edit: clown cartridge is also great. And if you're going to be using it in crucible, get grenades and horseshoes.

That's a beautiful roll, it brings a tear to my eye. The one I have is void, and I was thinking of going with Javelin for the velocity buff. I usually use rockets in PvP without tracking, so I'm used to aiming manually with a rocket. Surplus and clown cartridge will lead to so much ammo in crucible, which is why I'm so hesitant to reroll it for field scout, spray and play, or tracking/grenades and horseshoes.
