Mine has: void, tracking, field scout, and spray and play. Those are very good perks. You NEED Tracking. Field scout is highly recommended. Spray and play is good, but so is cluster. It's better to not have a solar rocket launcher, because all of the good RLs are already solar. Edit: clown cartridge is also great. And if you're going to be using it in crucible, get grenades and horseshoes.

I'm a HUGE fan of surplus. I went through 32 motes to get that perk. I wish I would have kept an earlier version of my rerolls but I'm out of motes. Surplus is great because it is very rare you do not have full ammo. It's great to have this perk on a max blast radius launcher. I'd say re roll to get surplus.

The blast radius is already big. Tracking/cluster bombs, field scout, spray and play with void or arc is what I would hope for. However,I think this launcher is poor not matter which perks it has.
