Any two people with opposing and functioning gonads can "make" a child. It takes something special (aka: parents) to raise a child into a decent human being. As an adopted child, I have my own personal experience to go on. But, bad parents making and raising babies has been a part of humanity since we started walking upright. I doubt that it's going to change anytime soon. No matter how involved the "rest of the village" wants to get.
