If you haven't done the seasonal Iron Banner quest on that character you will never get any armor. The armor is locked behind quest progression, each of the 5 steps unlocking one piece of armor (and rewarding that one piece upon each step completion). So by the time you complete the quest you will get one full set of armor. Until the quest is completed you could literally do a million bounties and still never get a single piece of armor.
So if there's another Banner event before the end of the season, focus on that quest.
Well then all I can say is "another fine example of how big a -blam!- Destiny RNG is," and I feel your pain. I tend to focus on my Warlock until he's up to the non-pinnacle cap (which would be 960 right now) at which point I'll transfer a set of cap-level weapons to my other two and start grinding for armor to bring them up to cap. 90% of what drops on my (already capped) Warlock is armor. 95% of what drops for my Hunter and Titan will be weapons (which will, of course, be 10-30 points below what they're already using). The only thing that's been consistent in this game is that it's poorly executed.
Like having us do a new IB quest every season but not actually updating the armor, or even the weapons. And then locking all chance of getting armor (or any engrams) until that stupid quest is completed. Just...piss-poor decision making all around.
