Simply put, no.
Expanded version, no, not in a 'power fantasy' game where you have a potentially unlimited number of variations and combinations for players to use, because something new will always come along that leads to an unfair advantage for one section of the playerbase.
Games like Halo and Doom did it by having everyone start each match on a level playing field and having weapons and boost obtainable only by random drops.
Extraction shooters do something similar, as do 'traditional' shooters like CoD or Battlefield.
Hero shooters like Apex Legends, Valorant and Overwatch do it by locking weapons and abilities to each character type and providing 'hard counters' in other character types.
PvP has never worked, and will never work in a game like Destiny unless you disable all abilities in that mode and constrain all weapons to a handful of available options... but if you did, people would hate it more than they already do

I think this is a good over-view. I would just say that [b]because of all that d2 pvp is unique[/b] and obviously the PVP was under-appreciated by the developer.. unless they gave up and decided we can only do it in another game. Its tough to look at the age of the game and think its possible but... ([b]if there can be investment[/b]) I think there are still a lot of ways I would bring back players (whole game and specifically to PVP) and deliver PVP to the different appetites. #1 you have to be bold and fresh with your approach. You need the attention of the former players that have left. Otherwise.. its this eratic bleed-out into worse and worse population. some ideas: [spoiler]PVP training > range, bot lobby, individual progress/stats in detail... [b]new story/NPC/UI[/b]... reward tracks for individual progress.. gunplay mode (balance low ability) / space fantasy mode (chaos), weapon specific rotator/events, map preference voting/selection and transparency into active population[/spoiler] Overall, there is a reason we complain (for most) > we still play.. [b]there are moments where its peak and you see its potential[/b].. (for most) that is not because you <cheesed it>.. its because you were able to express your skill.. be challenged properly.. W or L. Chiefly you are the weapon .. not some overpowered cheesy BS the developers put in place to create FOMO or chase.. -
Digital Extremes worked out very early on with Warframe that PvP just doesn't work in 'power fantasy' games because there are too many variables to keep track of and that in order for 'classes' and weapons to each have their own identity, you inherently build in imbalance. They're very open about the fact that PvP isn't being developed and hasn't been for some time and that it's very much 'there if you want it', but that's it. And that's with a game that's still as popular, if not more so, than it always has been (its player peak on Steam, at time of writing is three times that of D2) Previously, Bungie treated PvP like a crutch to prop up player numbers during the content droughts between expansions, and even then they didn't show it enough attention to solve even the most basic problems with it. Now that there are no more expansions (and no more money coming in from them), how much interest and investment have you seen? If you're honestly waiting for things to improve, I think it's time to start being honest with yourself.

I can't disagree with any of that.. the excuse on the Trials changes article for not implementing Freelance did finally get through to me that instead of solving this aspect of balance/fairness.. they were willing to slap on rewards as a band-aid.. and stick out with the we make worlds for friendship making motto... geezus... ...just can never get rid of a lil hope/optimism as if something miraculously can make business sense they could do it (may need to monetize PVP but have to show us that value hardcore to make it happen). ...and being honest > I'll be in there again almost daily in Control for that PVP fix.. but it can definitely end like last night in just a complete rage quit from the game, lol. -
It could easily be better, but that would genuinely require a lot of work which honestly should have started nearly a decade ago. Break away from a P2P model (which is so early-2000s it's not even funny) and have a decent server infrastructure. A multi-layered matchmaking system (skill based with a connection preference). A proper monitoring and logging system for identifying and reporting cheats and other 'bad actors'. That's just the start of a very big list... Disabling abilities and the use of exotic armor would be a start (perhaps having some kind of drop in each match which gives you access to them (but not supers) for 15 seconds only. A separate set of PvP-only weapons (starting with a white set but with green, blue and purple available as rank based drops). No more bringing in overpowered and badly tuned weapons from PvE. Perhaps even a PvP only based currency for buying cosmetics and such. And also perhaps getting them to break away from the whole 'making people pay for Trials is an effective anticheat' philosophy would really help - if people are willing to pay some boosting site $600 for a full set of Trials armor, they're sure as hell going to pay $40 and whatever it costs for a hardware device and give it a try themselves. The only effective anticheat system, is an effective anticheat system, pure and simple.
