FFS... how rare is the Badger CCL?

I've had a Lord High Fixer drop, but outside of that it's all boots or other crap gear. I've only seen one person on my friends list with a CCL, and I certainly can t get one to drop. How rare is it?

Go for The Inward Lamp trials scout rifle. Mine has Full auto and Outlaw with perfect balance.
