You are correct, it does match you with people of similar skill, but dtr has nothing to do with it. If you check your stats, you will see that you have a combat rating score. Combat rating score is what helps determine matchmaking. Dtr or "destiny tracker rating" is not a bungie rating, it is done solely by destinytracker.
