I believe that the Veil is a medium through which the Winnower communes with our plane of existence. This being said, I think that the Cloudstriders are granted their power by the Veil. Think about it. Power at a price. The price for power from the Light is memory and the burden of immortality. The power granted by the veil, while immense, demands life be taken from the wielder. It’s almost an opposition. One prevents death, and another accelerates it. Now what could happen if we could have both?
Of course this is just a theory and I’m probably totally wrong, but regardless I believe the Veil does act is a sort of “Traveler” for the Winnower in that it grants blessings of a sort. Just look how Neomuna advanced FAR beyond anything Earth could dream of. It could also be where and how we finally tap into Strand. They seems to have “Dark” styled murals in the city that depict Neomunan culture as well, so that Dark influence makes sense at least to me.

The powers being neutral is explained in Unveiling. The Gardner made a law that is separate and can’t be compromised. But when power is given, like from the Witness or Worm Gods, to another? Why can’t they taint it? Neomuna had the benefit of Golden Age knowledge and tech and not having a Collapse, giving them [i]centuries[/i] to keep advancing. The Traveler is the vessel for the Gardner, as the Winnower tells us her corpse is there.
