Yes it makes a difference.
That 15% is the difference between my being able to do enough burst damage to dispatch the Champions consistently if I interact with the mechanic, to NOT being able to do so and having them always recover.
It’s the difference between the content being playable (with skill) at 1288. And it being unplayable because of the Overload Champions.
There is a difference between my having to walk away from something because of a lack of skill, and having to walk away because of a nerf that neutralizes that skill....and broken mechanics that eliminates options or alternative solutions.
This is why I hate punishing content. It’s the developer saying “Our way or the Highway.”
Only no one is enjoying their way. People tolerate Iverliads, but I haven’t seen anyone say they enjoy the experience of playing against them.

With skill? Swords take no skill. It's one, maybe two button presses if you time it right. They never should have been an enabler for people to complete content at too low of level without an incredibly well considered build.

Don’t go there. Once Bungie introduced melee weapons to this game, that stopped being a viable argument. I don’t use swords against champions because they’re easy. I use them because Bungie mismanages the sandbox to the point where they are basically the only effective weapon against champions in solo play. Then they broke that one too.
