Not true. Going 29 to 30 made a huge difference not just slight, your power also wasn't depending on how many useful mods you were running.

Thats only the year 1 level system and it still capped. The year 2 and 3 light level system gave you less level advantages. D2 gives about 45%-50% more health when you’re 50 levels over recommended. I don’t remember the numbers for damage, but that caps out at 20 levels above recommend. You’re right about one thing though. Armor perks/mods weren’t nearly as useful as they are now. So glad that our builds matter now.

Lower enemies could hit me for 5 mins, it wouldn't be enough to kill me in D1. But in D2, 870 can kill you quiet easily even if you are above 1050. Enemies scaling up this much in older content where they shouldn't be is mind boggling. Builds matter that's great, light should matter too. In D2, we are this powerful because of mods. You don't have hive mods, you may not one man a special activity even though you reached Max light. Note that this isn't about skill, this is about a single mod making more difference than light level

D1 has a cap to how much you can over level, it’s just less than D2. When you’re above level, you take less damage and do more damage. Light does matter... light level shouldn’t make an activity that’s designed to be hard easy. Just because you over level a dungeon doesn’t mean you should be unkillable in it. It should be easier when you’re over level and guess what? It already is.
