Soooooo are you gonna refund people on skins who bought (with real money) for guns like recluse or armor that you are sunsetting? I think is extremely unfair you get to walk away with however much that skin costed out of their pockets.
It's a simple fix whatever the cost was, you credit it back to whomever paid for that skin (if silver was used). Bright dust isn't what I'm talking about, but silver is different its real money spent on an item and you should credit people's account that amount because they are not sunsetting the weapon or armor pieces. But beings you are the ones doing this it's only fair they get that credited back to them.
If not you could be walking into class action suits by people. This day and age people would do just that. If the did and won you would be paying way more out that the simple fix I mentioned.

And while we are at it, I believe NCSoft owes me for a year of city of Heroes subscriptions because they had the audacity to shut down a game that I PAID FOR!?? Their "terms of service" and "user agreement" isn't gonna save them from my lawyers! You bought a skin for a gun in a video game. You have access to the gun and the skin, regardless of its rating in the current, or future metagame. Sue away.
