it actually can vary, it has a catch up mechanic built in to it. However, for that mechanic to work, you have to pick up the engram. Exploiters are those who intentionally did not pick them up so they could stack well above what would have normally been allowed.

In the end, 18 hours for sheer determination was crazy. So im not butt hurt that people did it. But Bungie needs a better stance on this stuff.

18 hours is not much in the grand scheme of raiding, for Destiny it is but for raiding in general. That is usually "meh" unimpressive.
An example of a real accomplishment of sheer determination was the world's first in UCOB where the first clear was recorded 3 weeks after release by a team who raided 18 hours each day until they got it down, and that was just a raid where it was only a 15 minute encounter and you couldn't overgear for it. It had a hard gear lock where if you went in higher it would scale you down.
TBH, I did not watch or follow them to speak to if they or if they didnt. If they [i]intentionally [/i]did not pick up the engrams, in order to boost their power, yes the exploit was used. I mean we all have missed an engram here and there, but when you do it on purpose to stack 5-12 of them, it is clear your intent was to game the system for gains that should not have been available to you.
