I think there is a lot of ways that armour sets can go...Why not have bonuses perks on armours sets from particular planets. Say the Io armour sets adds a buff while on Io, Nessus while on Nessus, so on and so on. Maybe have the bonus perks unlock by completing public events, lost sectors, patrols and adventures on those same planets.
