well im gonna put out the obvious fact

Like the starting price of an xbox one s
and im not comparing current prices as its holiday season

Yeah because the xbox one s is just a little bit better than the xbox one and was targeted to more to the low income people for something in their price range because the xbox Scorpio is going to be premium who are more of a big spenders. The ps4 is still a little bit more powerful than the xbox one s. The ps pro is trying to target people in between who want a console almost as powerful as a pc that's is more affordable in the short run.
