I recently-ish returned to the game after playing it a bit in the past, and to get a mostly fresh experience after a long time, I decided to delete all my characters and start a new one. Fast forward, I tried to obtain the Wish Ender exotic bow eventually, did everything, save for one problem. I do not have the Awoken Mementos item required to complete the quest. I've been told you can get it from Petra if you lost it, but she does not have it (yes I checked both of her tabs). Nor does the quest archive. Nor any of my other characters and it's not in my vault either. Now I've been told that it's possible if you delete an old(?) character that was holding the Awoken Mementos, you can never obtain it again since it's account locked, and are permanently locked out of ever obtaining Wish Ender as a result. Now, I don't remember at all if my old character was in fact holding the Awoken Mementos or not, but this is the only thing I found about this issue. Is this true, or a known issue? Or could it be something else? Are there any workarounds or... anything that could help, or am I forever stuck on Step 3 of 4 of Hunters' Remembrance, and will possibly never obtain Wish Ender no matter what I do?
